Cheapest Public Colleges After Financial Aid

Sticker prices at public universities hide a wide spread. Net price, the cost of attendance minus the grants and scholarships the average aid recipient receives, is what families actually plan around. At public four-year colleges it runs from $804 a year at the cheapest school to $32,875 at the most expensive.

We ranked 648 public four-year colleges with at least 500 undergraduates and list the cheapest 50. The median across all of them is $13,381, while the school in 50th place sits at $5,012. North Florida College ranks first. California has the most schools on this page, with 12. For context, the typical school here reports graduate earnings of $58,191 four years after completion.

Net price is an average for students who receive federal aid, not a quote. Your own figure depends on family income, residency and the aid you qualify for, so run the school’s net price calculator before deciding. Many public colleges charge out-of-state students far more than the figures shown here.

A good next step is to open two or three profiles from this page and compare their net price by income bracket, since a school that is cheap overall may not be the cheapest for your family.

A college appears here only if it meets every condition below.

Ranked by net price, lowest first. Ties are broken by larger undergraduate enrollment, then by name.
  • Main campuses only, with at least 60% of core data fields reported
  • At least 500 undergraduate students enrolled (fall 2024)
  • A reported net price value (schools without one are not ranked)
Data period
  • Net price: average for students receiving aid, academic year 2023-24.
  • Cost of attendance: tuition, fees, books, housing and other expenses, academic year 2023-24.
  • Net price by income: students with family income of $0 to $30,000, academic year 2023-24.
  • Earnings: median earnings four years after completing, measured in 2022 and 2023 for the 2017-18 and 2018-19 cohorts, in 2024 dollars.
  • Graduation rate: first-time, full-time students who started in fall 2018 (4-year) or fall 2021 (2-year), finishing within 150% of normal time.
